That’s according to the Irish Mirror, who understand the bid has been rejected, but they are expected to return with an improved offer.

What Hull City’s manager has said about McCarthy
Speaking earlier this year, Hull manager Sergej Jakirovic explained that he prevented McCarthy from leaving on loan because he recognised his ability to play in the Championship.
“I believe in Macca,” Jakirovic stated.
“He played very well, of course, from the beginning he was a little bit stressed, but I believe in Macca.
“Maybe the club wanted to send him out on loan, but (I told them) he will have a lot of minutes in this club. He has already shown that he can play in the Championship.”
Would McCarthy be ready for Premier League action with Forest?
No, it’s likely that if Forest were to land McCarthy’s signature, he would be sent out on a loan deal to the second tier.
The teenager may even go north of the border, as there are currently two Scottish Premiership sides showing an interest.
Indeed, there is a possibility that Glasner has a close look at him in pre-season before making a decision on his future.
But at this stage, there is still work to be done on the deal, and Hull are reluctant to lose McCarthy, who could be worth a substantial amount in the future.
