Nottingham Forest’s issues with the Premier League’s PSR rules are well documented, but Chelsea’s current situation only serves to fuel the frustration.
The 2023/24 season saw Forest given a four-point deduction for a breach of the PSR rules, a decision that infuriated Evangelos Marinakis.
To the Forest owner’s credit, though, the club have come through those issues and are now on a much stronger financial footing, with Forest’s PSR concerns in the past ahead of a potentially busy summer transfer window.
This stronger position allows Forest fans to take a wider look at PSR, but Chelsea’s current position in regard to the rules has only damaged their trust in the system further.

Forest have had a brilliant season for revenue, which will set them up for significant spending in the transfer window. PSR rules will still be on the mind, though, but Chelsea look set for a worry-free summer with their unexpectedly strong position.
Chelsea are remarkably able to spend £300m this summer before worrying about a PSR breach, a stat that has seen angry Forest fans take to social media to voice their frustration about the rules.
One fan said: “We should ask for our points back. Total farce.” Another added: “It’s only set up for the top 6 cartel so no one can challenge them.”
Another said: “Only one word for this….garbage. The football world is basically unfair. The financial rules are not fit for purpose,” while another said: “PSR is straight up anti-competitive and not fit for purpose.”
One Forest fan concluded: “It’s time to scrap PSR. Chelsea are just taking the p— now, no way on this earth should they be the safest club when it comes to PSR after spending billions on players in the last 2 years. PSR is not fit for purpose!”
Chelsea’s strong PSR position could directly impact Nottingham Forest
With such a scope to spend in the summer, you’d expect Chelsea to take advantage and target players who may have seemed financially out of reach.
Chelsea like Morgan Gibbs-White but that interest hasn’t materialised into anything serious yet. With Man City out of the picture, though, Chelsea have the time and capability to test Forest’s £100m valuation of Gibbs-White.
Another of the Forest squad who has caught the eye of Chelsea in recent months is Murillo, who would fetch a similar price to Gibbs-White.
Chelsea are long-term admirers of Murillo and the terrifying truth is that the Blues could buy both and still not be at risk of a PSR breach, a truth that seems impossibly unfair.
